Waterfront Toronto signed and released their Plan Development Agreement (PDA) with Sidewalk Labs per Construction Links. This will pave the way for a cutting edge waterfront community plan for Quayside. The agreement describes and formalizes the relationship between Waterfront Toronto and Sidewalk Labs and jointly creates a Master Innovation and Development Plan (MIDP).

Waterfront Toronto was started by the Government of Canada, the Province of Ontario and the City of Toronto to oversee and head the renewal of the city's waterfront in 2001. Their goal is to deliver a revitalized waterfront with sustainable urban development, excellence in urban design, real estate improvement and leading edge technology infrastructure. Their aim is to transform the waterfront for the use and enjoyment of the people of Toronto and promote economic growth.

"We are excited to take this next step with Sidewalk Labs to set the stage for delivering a truly transformational project on the waterfront that addresses many critical urban issues faced by our City and other cities."

Chair of Waterfront Toronto's Board of Directors | Helen Burstyn

Quayside is located at Lake Shore Boulevard East and Parliament Street in Toronto. The PDA foresees an innovative mixed-use community by bringing together forward thinking urban design and new digital technology to create a neighborhood that sets new standards for urban living. The PDA will set out the planning and funding between Waterfront Toronto and Sidewalk Labs which will also include budget and joint oversight measures for spending the USD $50M pledge by Sidewalk Labs, outlining shared objectives and principles and ensuring that there will be no transfer of ownership or sale of land as a resultof this agreement.

“The Plan Development Agreement was crafted to reflect the aspirational goals and ambitions we set out for Quayside when Waterfront Toronto issued its RFP last year. A central goal was to serve the public interest and to lay the groundwork to achieve these goals in the Master Innovation and Development Plan. Our Board and management team took the time necessary to ensure that the agreement reflects both Waterfront Toronto’s enduring vision and mandate, and the aspirations we share with Sidewalk Labs for the transformational nature of the project.”

Acting CEO Sidewalk Labs |  Michael Nobrega

According to Business Insider, Sidewalk Labs, the urban innovation arm of Google's parent company, Alphabet, has committed $10 million for the planning process, and an additional $40 million in investment. The entire 12 acre development is expected to total at least $1 billion. The CEO, Dan Doctoroff, has stated that urban environments could be improved through self-driving cars, machine learning, high-speed internet and embedded sensors that track energy usage. Final approval for this plan probably won't happen until next year. Sidewalk Labs is envisioning Quayside to be a mixed-use, pedestrian friendly neighborhood. The plans would include bike-share systems, apartment housing, bus lines and parks.

Per Sidewalk Toronto, Sidewalk Labs and Waterfront Toronto aim to bring the innovations advanced at Quayside to scale across the Eastern Waterfront, more than 325 hectares (800 acres) that embodies one of North America's largest areas of underdeveloped urban land. Sidewalk Toronto is a joint effort by Waterfront Toronto and Sidewalk Labs to create this complete community in Quayside. Their objective is to make Toronto the global hub of a rising new industry: urban innovation.
