Residents of downtown Naperville have waited a long time for work to begin to improve streets, sidewalks and utilities. Phased work schedules will close portions of streets at various times while still allowing access to business.
An article in City of Naperville states that construction is expected to last until late August and will take place along Jefferson Avenue between Main and Webster Streets and Main Street between Jackson and Jefferson Avenues. The phased work schedule will be in the following areas:
- Phase 1 work will begin on Main Street
- Phase 2 will focus on Jefferson Avenue
- Phases 3 and 4 will focus on Jackson Avenue, Webster Street and water main lining along Jefferson Avenue and may be performed in conjunction with earlier phases.
- Phase 5 will include final roadway surfacing and project cleanup
There will be significant impacts to travel in the downtown area during this work even with the phased approach utilized to minimize impact. There will be no vehicle access or on-street parking on Main between Jackson and Jefferson and on Jefferson between Webster and Main during various work phases. Intermittent impacts and closures will be dependent on the work being performed.

Traffic control plans are in place to maintain pedestrian access to all buildings, and temporary traffic control variations will support truck parking and short-term deliveries.
This work is part of the Downtown: Progress in Progress initiative and will include:
- Wider sidewalks
- More pedestrian space
- More trees and plantings
- Updated street furniture and light fixtures
- Additional outdoor amenity areas for businesses
The project will include phased work schedules that will close portions of the streets and a more detailed list of the phases include the following:
Phase 1 (Scheduled for March 1 - May 13)
- Remove and replace curb, gutter, driveway pavement
- Replace sanitary services, install new drainage structures and storm sewer
- Replace water main and reconnect and replace water services
- Remove and replace sidewalk
- Install new lighting, electric, brick paving, planters and landscaping
Phase 2 (Tentatively scheduled for May 14 - July 15)
- Remove and replace pavement, curb and gutters
- Replace sanitary services and install new drainage structures and storm sewer
- Duct breakout work at Main Street and Jefferson Avenue
- Remove and replace sidewalk
- Install new lighting, electric, brick paving, planters and landscaping
Phase 3 (Tentatively scheduled for July 15 - August 26)
- Remove and replace curb, gutter, driveway
- Install new sidewalk
- Install new lighting, electric, brick paving, planters and landscaping
Phase 4 (Will focus on the water main lining along Jefferson Avenue)
- Install new water main bypass and line water main along Jefferson Avenue and Webster Street
- Remove bypass mains and reconnect and replace water service to lined water mains
Phase 5 (Will begin after the completion of all other phases)
- Final roadway surfacing
- Project cleanup
These updates will improve pedestrian mobility, accessibility and safety in this area and will ensure that downtown Naperville will continue to be a must-see destination for residents and visitors for years to come.
