William Osler Health System (Osler), Infrastructure Ontario (IO), and the Ontario government have hit a significant milestone by issuing a Request for Proposals (RFP) for the construction of the new Peel Memorial Hospital. This project aims to expand healthcare capacity in Brampton and surrounding areas, addressing the growing needs of the community.
The RFP follows a Request for Qualifications (RFQ) process that began in May 2024. The RFQ aimed to identify qualified firms capable of executing this large-scale project. After a thorough selection process, four top-tier construction teams have been shortlisted:
-
Progress Peel Health Solutions
-
Pomerleau Healthcare Partners
-
EllisDon Corporation
-
Bird Design-Build Construction Inc.
These prequalified teams will now prepare detailed proposals explaining how they plan to deliver the project through IO's Progressive Design-Build contract model. The proposals will be evaluated, and the top-ranked team will work closely with IO and Osler during the Development Phase. Once that phase is complete, Osler may sign a construction contract with the selected team, kicking off full construction on the hospital tower.
“Reaching the RFP stage for the new Peel Memorial Hospital is a testament to the unwavering dedication of Osler’s teams, in partnership with the Ontario Government, Infrastructure Ontario, the City of Brampton, Osler Foundation, and our incredible community. The transformation of Peel Memorial into Brampton’s new hospital will bring a new Emergency Department to serve our fast-growing community, as well as introduce specialized and expanded services that are vital for patients and their families. This project ensures that our communities will have timely access to high-quality care close to home, when and where they need it most.”

Construction Timeline
Infrastructure Ontario News reports that while pre-construction activities are already underway, early construction at the site is expected to begin in Spring 2025. The specific design and construction timeline will be determined in collaboration with the selected team during the Development Phase. As with any large-scale project, key dates are subject to change based on government approvals and other factors.
Key Features of the Peel Memorial Expansion
The Peel Memorial Phase 2 redevelopment includes numerous features that will transform healthcare capacity in Brampton. The major highlights of the project include:
-
250 Inpatient Beds: Space will be available to expand capacity for more inpatient beds in the future, allowing the hospital to grow with community needs.
-
Mental Health and Addictions Programs: New and enhanced programs will support those struggling with mental health challenges, including addictions.
-
Seniors Care, Including Dementia Care: The project will offer new and improved services for older adults, particularly those living with dementia.
-
Rehabilitation and Complex Continuing Care: Patients requiring longer hospital stays will benefit from specialized rehab and continuing care services.
-
Dialysis Services: Both inpatient and outpatient dialysis will be offered, addressing the needs of individuals with kidney issues.
-
Outpatient Clinics and Services: Expanded outpatient services will mean that more patients can receive treatment without staying overnight.
-
24/7 Emergency Department: A new emergency department will serve the growing population of Brampton and surrounding areas, providing much-needed emergency care close to home.
Community and Environmental Benefits
The Peel Memorial Hospital expansion will be designed with the Ministry of Health's high standards for patient and family-centered care. It will incorporate elements of senior-friendly design, accessibility, and infection prevention and control to ensure the highest quality care for all patients.
The new hospital will also include specialized care for older adults living with dementia, providing a safe and welcoming environment for these patients. The Peel Memorial Phase 2 facility will also include a new Emergency Department, a key addition to help serve Brampton's rapidly expanding community.
In terms of sustainability, the project aims to achieve Leadership in Energy and Environmental Design (LEED®) Silver certification. The focus on sustainable construction practices will help minimize the hospital's environmental footprint and contribute positively to the community's green goals.
Increasing Healthcare Capacity
The Peel Memorial Phase 2 expansion will significantly increase healthcare capacity for the region. By adding 250 inpatient beds and focusing on specialized care for patients who need extended stays, the hospital will be able to better serve the community. This expansion is particularly important for Brampton, as the area is one of the fastest-growing communities in Ontario. The additional capacity will help relieve the strain on existing healthcare facilities, providing timely and accessible care.
The redevelopment will also provide more comprehensive healthcare services for patients needing specialized care before they can safely return home or move to additional community care. This means that patients will receive the right care, at the right time, close to home—enhancing the overall quality of healthcare in the region.
Green Building Practices and Community Focus
The new Peel Memorial Hospital will also focus on green building practices, with the goal of achieving LEED® Silver certification. This goal is part of a larger movement in the construction industry to adopt sustainable practices and create facilities that are energy-efficient and environmentally friendly.
The hospital's design will also reflect the Ministry of Health's commitment to patient-centered care, with features that focus on senior-friendly design and accessibility. Special attention will be paid to infection prevention and control, ensuring a safe environment for both patients and healthcare workers. This is especially crucial given the challenges faced by healthcare facilities during the recent pandemic.
The Construction Teams and the Progressive Design-Build Model
The Progressive Design-Build approach being used for this project is worth noting for professionals in the commercial construction field. This model allows the selected contractor to collaborate with the developer from an early stage, promoting a seamless transition from design to construction.
Each of these teams will prepare a proposal that demonstrates how they plan to execute the project, leveraging their expertise to ensure that the facility meets its goals for quality, sustainability, and community impact.
The expansion of Peel Memorial Hospital marks a significant investment in healthcare for Brampton and the surrounding area. The Progressive Design-Build model, combined with the focus on sustainable construction, makes this a key project to watch for those in the commercial construction field.
With early construction expected to start in Spring 2025, this project is a major milestone in improving healthcare access and quality for Brampton residents. As the construction industry continues to evolve, projects like Peel Memorial Phase 2 highlight the importance of collaborative, flexible, and community-focused approaches to building the healthcare facilities of tomorrow.
