Normal, a town renowned for its dynamic urban landscape, is embarking on an ambitious $209 million Community Investment Plan.  - Budget: $96.8 million is earmarked for transportation, underscoring its significance.

 - Key Projects: The uptown underpass, Route 66 bike trail, comprehensive street resurfacing, and enhancements of sidewalks and traffic signals. ADA-compliant ramp construction is also a highlight, ensuring accessibility for all.

 - Investment: $30.3 million for water distribution and $20.3 million for sewer collection.

 - Alley Improvements: Responding to the deterioration of gravel alleys, 14 alleys are slated for resurfacing, enhancing urban mobility and neighborhood aesthetics. Each alley could cost approximately around $215,000 depending on the length and materials used to resurface them.

 - Sustainable Materials: The consideration of concrete or hot mix asphalt for alley resurfacing reflects a commitment to sustainability and long-term utility.

"With the asphalt you have to dig a little bit farther down so there's more excavation, (and) with concrete, it's just a little higher in cost. They are very similar in cost and we can tailor potentially the surface type that is selected to the specific alley."
