Cullinan Properties Proposes New Apartments in Joliet

Plans to build a massive apartment complex along Joliet's Interstate 55 corridor have recently been scaled back to the original design of 570 units according to Cullinan Properties. This will still be the biggest mixed use development in Rock Run Crossings.

This project will join the other construction that is planned for the new I-55/Illinois 59 interchange and the relocation of Hollywood Casino Joliet. Cullinan Properties hopes to meet the community's demand for an upscale, mixed-use property. 

The apartment units will consist of mostly 1-bedroom and 2-bedroom units and will feature:

 

 - Clubhouse

 - Fitness room

 - Business center

 - Pool with cabanas and gazebo

 - Pickleball courts

 - Dog parks

 - Connection to a multi-use path

 

The Patch states that construction for the first phase is scheduled to start in the spring of 2023 with tenants moving in during the fall of 2024. Phase two would happen between 2027 and 2028.

During a recent meeting with Joliet and the Troy school district, Cullinan Properties said it was looking to increase the scope of the multifamily development from 570 units to approximately 760 units. This has now been revised.

 

"Cullinan has notified the city that they have withdrawn the proposed 3rd phase of multifamily development from the PUD process and are only seeking approval to proceed with the original acreage and related unit count."

Cullinan Properties reports that Rock Run Crossings will be home to the following:

 

 - Retail

 - Restaurants

 - Entertainment

 - Hospitality

 - Office

 - Medical

 - Multi-family residential

 

Construction of the new highway interchange is underway and will provide direct access to the project from I-55. The I-55 corridor is experiencing significant growth in new business and employment in the area, and major growth in population and employment is forecasted for Will County.

Population is expected to rise by 76% to 1.2 million and employment by 116% to 437,000 through 2040. Companies like Amazon employing 7,000 people, along with local colleges, two large hospitals and the adjacent 358-acre Rock Run Business Park which employs thousands have contributed to a significant positive economic impact in Will County. There are 3.8 million workers within a 35-mile radius.
