Infrastructure Ontario and Metrolinx have awarded a contract of $443 million to EllisDon Infrastructure Transit. They will design, build and finance the GO Expansion also known as the Lakeshore West Infrastructure Improvements Project.
Infrastructure Ontario reports that The EllisDon Infrastructure Transit team will include proponent lead, EllisDon Capital Inc. The Design Team will include:
- Civil: Wood Environment & Infrastructure Solutions, a Division of Wood Canada Limited and Stantec Consulting Ltd.
- Architectural: Stantec, Strasman Architects
- Electrical: Mulvey + Banani International Inc.
- Mechanical: The Aquila Group
- Structural: Stephenson Engineering Ltd.
- Signals: Stantec
- Geotechnical: Thurber Engineering Ltd.
- Track: Wood Environment & Infrastructure Solutions, Stantec
- Environmental: Wood Environment & Infrastructure Solutions
The Construction Team will be EllisDon Civil Ltd. and the Financial Advisor will be EllisDon Capital Inc.
The project is being delivered through IO's Public-Private Partnership (P3) model, which transfers appropriate risks associated with design, construction and financing of the project to the private sector.
The project underwent an open, fair and competitive process and was overseen by a third-party fairness advisor. EDIT submitted the proposal.
Onsite mobilization and pre-construction work will begin in the spring of 2022 and construction will begin in the fall. EDIT estimates up to 200 jobs will be created during construction.
The GO Expansion - Lakeshore West Infrastructure Improvements scope of work will include the following:
- Long Branch GO Station improvements and accessibility
- Burloak Drive Grade Separation
- Drury Lane pedestrian bridge replacement
- Enabling works for electrification
Another article in Infrastructure Ontario states that the GO Rail Expansion will transform the transportation network in the Greater Toronto and Hamilton Area over the next decade. Metrolinx will transform the GO Transit rail network into a system that will deliver two-way, all-day service every 15 minutes over core segments of the GO Rail network. System-wide infrastructure upgrades will include:
- Adding tracks
- Expanding stations
- Electrification of the rail network
- New locomotives and train control systems to enable more frequent service
Infrastructure upgrades, such as in-corridor enabling works, station improvements and underpass works will further help to accommodate increased capacity on the Lakeshore West line as part of the planned expansion of GO Transit rail service.
