The Edens Collection Shopping Center in the city's westside is being built by W.E. O'Neil and The Jaffe Companies are developing the site which will include three structures per Chicago Construction News.
The site's first building will be located at 4631 W. Foster Avenue and will be a two story, 123,342 square foot inline retail building. It will have a precast system and parking will be located on the roof of the building. The city has issued a building permit for the $52 million structure.

Jaffee was given $1.3 million in tax increment financing back in June after the City Council created the Foster/Edens TIF District which will contribute to the cost for the site acquisition, environmental remediation and other costs. In a TIF district, property taxes collected from increased property values goes into a fund to pay for these improvements within the district. Jaffe is putting in $2 million to improve nearby Gompers Park.
The following subcontractors will also be working on the project:
- Sharlen Electric Company for electrical work
- O'Neil Industries Inc./WE O'Neil Construction Co. for masonry
- Warren F. Thomas for plumbing
- Hill Mechanical Corp. for refrigeration, mechanical and ventilation
Peter Theodore of Camburas and Theodore, LTD will be the architect.
According to The Real Deal, three buildings are planned on this nine acre site which was previously Sunstar Americas dental products factory and has been unoccupied for the past two years. The other two buldings have not yet been issued permits but this one will be the largest of the three.
