50 Storey Mixed-Use Tower Proposed in Scarborough

A bold new vision for Scarborough's skyline is taking shape as Hazelview Investments has submitted plans for a 50-storey mixed-use tower at 2912–2926 Sheppard Avenue East. Designed by architects—Alliance, the proposal represents the tallest planned or under-construction building in the immediate area and aims to reshape a site currently occupied by a two-storey retail plaza.

Transit-Oriented Intensification

The proposed tower falls within a Protected Major Transit Station Area (PMTSA), planned for a future Victoria Park station as part of the Sheppard East LRT or Sheppard Line 4 Subway Extension. The site is strategically located just 40 metres east of Victoria Park Avenue, offering immediate access to TTC and YRT bus routes and, eventually, higher-order transit.

Urban Toronto reports that this intensification reflects broader redevelopment trends along the Sheppard corridor, particularly in response to Toronto's adoption of OPA 393 and the ConsumersNext Secondary Plan, which encourages mixed-use, high-density projects near transit and employment hubs.

Project Overview and Massing

The development will rise to a height of 164.3 metres (approximately 515 feet) and includes a total gross floor area of 43,369m² (466,820 sq. ft), with 280m² (3,013 sq. ft) set aside for street-level retail. The remaining 43,089m² (463,806 sq. ft) will house 590 residential units. The building will sit on a 3,602m² lot with a Floor Space Index (FSI) of 12.04.

The tower is massed above a six-storey podium that spans the entire site depth, with residential units beginning above ground level. The massing follows a north-south slab configuration, maximizing solar exposure and minimizing shadows. A cantilevered second floor along the north and west elevations adds architectural interest and functional space.

Unit Breakdown and Amenities

Hazelview plans to offer a range of unit sizes, including:

  • 67 studio units

  • 231 one-bedrooms

  • 196 two-bedrooms

  • 96 three-bedrooms

This results in 49% of the homes being family-sized, aligning with Toronto’s housing goals for livability and demographic diversity. Though not confirmed, the project is likely to be a rental development, consistent with Hazelview’s primary investment focus.

Amenity space totals 2,379m² (25,607 sq. ft), split between 1,180m² (12,701 sq. ft) of indoor and 1,199m² (12,905 sq. ft) of outdoor space. The ground floor will include a 560m² (6,027 sq. ft) indoor amenity connected to a 303m² (3,261 sq. ft) outdoor space. The seventh floor will house additional amenities, with a dedicated 620m² (6,673 sq. ft) indoor area and a 894m² (9,633 sq. ft) terrace.

Parking and Active Transportation

A four-level underground garage is planned, providing:

  • 295 parking spaces for residents

  • 62 spaces for retail and visitors

  • 478 long-term bicycle parking spaces

  • 70 short-term bicycle parking spaces

Cyclists will benefit from connections to local bike routes along Ridgecrest Drive and the Huntingwood Drive cycle track, both within close proximity.

Architectural Elements and Design Features

Renderings reveal a distinct visual character: a six-storey podium with a more slender 44-storey tower rising above. The tower is defined by inset balconies along the north and south faces and Juliet balconies on the east and west. Private terraces will be distributed across the second through sixth floors. A green roof will cap the development, promoting sustainability and stormwater management.

The tower floor plate of approximately 850m² exceeds the City of Toronto’s 750m² guideline. However, the design complies with setback and separation policies, helping maintain light and privacy for surrounding buildings.
