2 Mixed-Use High-Rise Towers Proposed in North York

A significant mixed-use development has been proposed for 2450 Finch Avenue West in North York’s Humber Summit neighborhood. If approved, the project will feature two high-rise towers of 41 and 44 storeys, bringing nearly 1,000 residential units, along with retail, office, and community spaces.

The proposal, designed by KIRKOR Architects and Planners for Shelborne Capital, is set to transform an underutilized site currently occupied by a one-story commercial plaza and surface parking lot.

Site and Location Overview

The 12,676m² site is strategically positioned on the north side of Finch Avenue West, between Islington Avenue and Weston Road. This location places it adjacent to the Duncanwoods Greenbelt Park and within proximity to major employment hubs, residential neighborhoods, and upcoming transit infrastructure.

Urban Toronto reports that a key aspect of the development is its integration with the soon-to-open Finch West Line 6 LRT, which will replace existing bus routes. The site will be 180 meters from the Milvan-Rumike stop and 230 meters from the Duncanwoods Drive stop, making it a transit-oriented development well-connected to public transport networks.

Development Breakdown - Building Design & Layout

 

The development will introduce two towers of 150.45m and 162.45m in height, each rising above four- and six-storey podiums. The total Gross Floor Area (GFA) for the project will be 73,226m², distributed as follows:

  • 58,581m² for residential use

  • 14,645m² for commercial and community spaces

The ground and second floors of the 44-storey tower will feature a grocery store and retail spaces, while levels three and four will accommodate office and commercial spaces. The 41-storey tower will house a 1,200m² child care facility with an outdoor playground and biophilic design elements, emphasizing sustainability and urban greenery.

Residential Unit Composition

A total of 998 residential units are planned across both towers. The breakdown includes:

  • One-bedroom units

  • Two-bedroom units (minimum 15%)

  • Three-bedroom units (minimum 10%)

Shelborne Capital has yet to determine whether these residences will be offered as rental apartments or condominiums.

Amenities & Community Features

Residents will have access to extensive indoor and outdoor amenities, including:

  • 4,139m² of indoor amenities

  • 2,143m² of outdoor amenities

  • A 160m² outdoor piazza with landscaped seating and pedestrian pathways

  • A 993m² public park at the southwest corner, contributing to green space expansion

Additionally, the project includes 895m² of land conveyed to the Toronto and Region Conservation Authority (TRCA) to support renaturalization efforts and preserve the ravine slope.

Parking & Transportation Infrastructure

The development will prioritize sustainable transportation options with:

  • 200 vehicle parking spaces, including:

    • 71 for residents

    • 11 for visitors

    • 118 for commercial use

  • 835 bicycle parking spaces

  • Dedicated bike lanes along Finch Avenue as part of the LRT project

Each tower will be equipped with four high-speed elevators, ensuring efficient vertical circulation for residents.

Regulatory and Zoning Considerations

An Official Plan Amendment application has been submitted by Bousfields on behalf of Shelborne Capital to re-designate the site from General Employment Areas to Mixed Use Areas. The proposal seeks a Floor Space Index (FSI) of 6.22, aligning with urban density planning strategies for transit-oriented developments.

Potential Impact and Next Steps

If approved, this project will play a crucial role in revitalizing the Finch Avenue West corridor, offering a mix of residential, commercial, and community spaces designed to enhance livability. The inclusion of a child care facility, grocery store, office spaces, and a public park reflects a holistic approach to urban development.

With its proximity to transit infrastructure, the development is expected to support regional economic growth and sustainable urban living. As the application progresses through municipal review, adjustments may be made to ensure community needs and regulatory requirements are met.
