$129 Million Capital Improvement Program for Rockford

$129 million capital improvement

A five-year Capital Improvement Program will feature a configuration of the Whitman Street interchange which has deteriorated badly, along with several other big-ticket projects that will improve Rockford's transportation network.

WREX 13 reports that $129 million annually has been earmarked for the following:

 

 - Resurfacing neighborhood streets and alleys

 - Improving the safety and mobility of pedestrians by repairing sidewalks, installing new intersection curb ramps and improving multi-use paths

 - Reconstruction of Whitman Street west of the Rock River

 - Improving the 11th Street corridor

 - Reconstructing roadways on Charles Street

 - Turning both Church Street and North Main Street to two-way traffic from Cedar Street to John Street downtown

 

The Rockford Register Star states that the Capital Improvement Program is the city's primary planning document that advises City Council on how to spend the city's 1-cent infrastructure sales tax revenue and motor fuel taxes while balancing state and federal investment in city transportation and infrastructure.

Timothy Hinkens, the Capital Improvement Program Manager stated that the Whitman Street Interchange reconfiguration is their major transformational project.

 

"Not only do we think it's the highest priority because it deals with a bridge that is about ready to be closed down in the next five years, but just the benefits this project brings is just great. When we talk about transforming Rockford and transforming transportation in Rockford, this is one of those projects."

This project will provide the following:

 

 - Better access to East State Street and Swedish American Hospital

 - Improve bicycle and pedestrian flow

 - Create more green space

 - Create more room for economic development

 

This $14 million project will be paid for by the Rebuild Illinois state grant and will consist of removing the Third Street bridge and ramps while converting Sixth, Ninth and Longwood streets to two-way traffic.
